The functional and utility program (PFU) is one of the key documents for a project in the Polish public procurement system, as it describes the subject of “Design & Build” contracts (in accordance with Article 103(2) and (3) of the Public Procurement Law). This means that if the contract concerns the design and execution of construction works, the PFU contains a detailed description of the construction task, specifying the purpose of the completed construction works and the technical, economic, architectural, material, and functional requirements that must be met.

From a formal point of view, the PFU contains a description of the Client's requirements in relation to the subject of the contract, i.e. the scope indicating the characteristics of the building in terms of construction and design solutions and economic parameters, as well as the conditions for the performance and acceptance of construction works corresponding to the technical specifications for the performance and acceptance of construction works.

The PFU also includes an information section, which contains, among other things, documents confirming the compliance of the construction project with the requirements of separate regulations, as well as a copy of the site plan, soil and water test results, conservation recommendations from the conservator of monuments, etc.
